You might be surprised to learn, that for a couple of centuries, the Supreme Court never ruled on exactly what the Second Amendment means. Many understood the right to be limited in two ways. First, it applied only to keeping and bearing arms for military purposes, and second, while it limited the power of the federal government, it did not impose any limit whatsoever on the states or local governments to regulate the ownership or use of firearms.

However, times change and so do constitutional interpretations. In 2008, a 5-4 decision in District of Columbia v. Heller, declared that the Second Amendment protects a civilian’s right to keep a handgun in his home for self-defense.

With such conflicting views the 2nd amendment is ripe for a healthy, intellectual debate on its true meaning and protections it includes. RWU Law Professor Carl T. Bogus, editor of The Second Amendment in Law and History, is a nationally-recognized expert on gun control policy and the Second Amendment. He will debate Sandra Froman a former NRA president defending responsible gun ownership and promotes firearms education, safety and marksmanship training, and she played a key role in developing NRA’s Refuse to Be a Victim Program.

Come listen to what promises to be a stimulating debate between two well respected experts.
