Jorge Elorza\, Mayor\, City of Providence\n \n The Trump Administration has driven a renewed focus on immigration law and \n policy. Immigration was a signature issue for presidential candidate Trump \n during the 2016 campaign. Since his inauguration\, immigration has rarely left \n the headlines. The original and revised Refugee Executive Orders pausing \n travel to the U.S. of refugees and nationals of six (originally seven) \n countries spurred litigation and political mobilization\, including an order \n in June from the Supreme Court\, which will revisit the case this October\, \n coinciding with our conference. President Trump is also toughening border \n security\, and has proposed substantial new expenditures for a border wall. In \n addition\, another Executive Order has requested data on cities whose \n immigration enforcement policies diverge from the federal government’s \n approach\, raising the specter of possible repercussions for federal funding. \n Moreover\, the U.S. Department of Homeland Security (DHS) has changed interior \n enforcement policy\, arresting noncitizens who were not an enforcement \n priority for the Obama administration. At the same time\, President Trump has \n continued a key immigration initiative of the Obama administration\, the \n Deferred Action for Childhood Arrivals (DACA) program\, that offers a reprieve \n from removal to so-called “Dreamers”—noncitizens brought to the U.S. as \n children who lack a legal status but nevertheless have profound attachments \n to the United States.\n \n Our conference will explore these issues with an array of distinguished \n speakers\, including Stephen Legomsky\, Washington University \n professor-emeritus and former Chief Counsel\, Citizenship & Immigration \n Services\, U.S. Dep't of Homeland Security\; Peter Schuck\, former Yale Law \n School professor\; Muneer Ahmad\, Deputy Dean for Experiential Education at \n Yale Law\; Josh Blackman\, South Texas College of Law\; Hon.
